Minutes for January 08, 2014

MINUTES OF THE CITY COUNCIL MEETING HELD ON JANUARY 8, 2014 IN THE CITY COUNCIL CHAMBERS OF MARTINSVILLE, ILLINOIS.

 

Roll call was answered by the following council members and elected officials: Chris Davidson, Joe Hawker, Bill Cross, Fred Clement, Gordon Crutchfield and David Doran.  Also in attendance were Mayor Phillip Reeds, Clerk Marlene Wilhoit with Treasurer Melinda Short absent.  Employees and citizens in attendance are attached to the back of the minutes.

 

Motion by Hawker, 2nd by Davidson to approve minutes from 12-11-13 council meeting.

Upon roll call vote all council members present voted for the motion. (6)

 

No treasurer’s report was submitted due to illness.

 

Motion by Doran, 2nd by Cross to approve December 2013 bills payable in January 2014 in the amount of $86,462.36.

Upon roll call vote all council members present voted for the motion. (6)

 

Motion by Hawker, 2nd by Davidson to approve Resolution R2014-1-1 titled; “A resolution of support and commitment of funds for the Illinois Department of Transportation’s Safe Routes to School Grant application.

Upon roll call vote all council members present voted for the motion. (6)

 

Motion by Davidson, 2nd by Hawker to approve Ordinance 2014-1-1 titled: “An ordinance to approve the editing and inclusion of certain ordinances as parts of the various component codes of the codified ordinances.

Upon roll call vote all council members present voted for the motion. (6)

 

Motion by Crutchfield, 2nd by Hawker to approve the date of January 21 as the City appreciation dinner.

Upon roll call vote all council members present voted for the motion. (6)

 

Richard Bernardoni updated council as to the progress of the bond process to change bond companies.  The Mayor and Clerk participated in the due diligence teleconference on Tuesday, January 7th along with the bond council.  Questions were asked and answered and bond council thought it would not be much longer for all the formal work to be done.

 

Leon Goble left a mach poster on the wall in the council room, of the kiosk that is to be put in the city park addressing the National Road.

 

Chief Davidson advised council that the new incoming chief Chad Bowman is taking on-line training preparing for a 200 question test and will also need fire arm training and then he should be good to start.

 

The Mayor and council commended Chief Herman Davidson on the terrific job he did in preparing for the recent snow storm.  They also commended the Martinsville Fire Department on their fine job of keeping the warming center open, feeding people, checking on home-bound people and all the volunteer hours they put in.  They also would like to give a big thanks to Zack Pendleton for transporting the police due to snow depth and wind conditions.

 

The Martinsville Comprehensive Plan Steering Committee announced they will be hosting a public meeting on January 14 at 6PM at the Township Community bldg and invited the entire council to attend.

 

Motion by Cross, 2nd by Hawker to adjourn the city council meeting @ 7:15 PM.
